Digital Dual Use (DDU)

“Dual Use” refers to the possibility that civilian technologies may be employed for unfriendly military purposes. The classical Dual Use concept, which plays a central role in export control law, peace and conflict studies and the ethics of technology, reaches its limits when applied to digital solutions and digital goods. This raises the question of whether the existing Dual Use framework can be updated, whether it loses its relevance altogether, or whether the concept needs to be reconsidered from the ground up.

The project group examines both the current legal frameworks and the specific characteristics of digital technologies, analysing why digital settings present particular challenges for Dual Use assessment. Its aim is to develop a theoretically grounded and at the same time practicable concept of Digital Dual Use that can capture digital constellations more precisely and offer orientation for scientific as well as public debate.
